Mana cost in the spellbook is with maximized mental focus. Buy the book for 2,5 gold and cast spells to reach 100 and the costs should align.

I don´t think you have to impose artificial limits or punishments on guild size unless there is an inherent bonus that scales with the number of members. I do however hope that housing and keeps are not tied to the number of names on a guildstone like it was in MO 1.
