One way that might make it work better is to allow wardecs to be made only against guilds with a keep site, perhaps? EVE Online kind of works this way, you have to own an asset like a space station or something similar to be wardec-able. That way, smaller player corporations were left alone.

Having the server in NA would also make the ping better for Aussie players who would otherwise have to put up with 300+ ms and see players warping all over the place. 200-250 ms would be preferable any day.
