    I've seen players outrun the guards when outside of town. In town they will have harder time due to dense guard numbers and overlapping line of sight. But it is possible to escape from them, so I don't think it's teleport one-shot guards.

    If there is a second server it would in all likelihood be Sarducaa but based in the US. The alt servers were a stop-gap measure and depending on how the increased server capacity with Epic Release holds up, they may or may not turn them back on.

    Haven is a whole different level, you can't even attack each other unless through a duel. You can't even push someone on Haven. I will visit Meduli one of these days and see for myself. I can imagine why there might be guards near the graveyard as it's literally a stone's throw from Meduli itself.

    I highly doubt that SV would ever allow Trammel in MO2. If they had wanted to cater to the 'wrong' crowd, they've missed every opportunity to date. Instead, what seems more likely is that they will find a way to ease new players into the game without taking away from its hardcore PvP edge.

    Kill rights were ingenious as only those who really wanted to bounty hunt the target took the job. They actually paid the victim money for the kill right just like any other traded item.

    Simple fix, make the murderer permanent local-grey to the victim until the said victim or a bounty hunter kills them once. That way, the murderer can't simply suicide or get a friend to kill them to game the system.

    I think it would be a good idea if SV greyed out the Log In button until all the background EAC stuff is ready to go. It would go a long way to reducing unnecessary confusion like what the OP encountered.
