How do capes work ?

I've heard something that they're really hard to get. Can you make them or do the work differently and can't be crafted.

Also, do they drop on death ? If I were to kill someone wearing a cape, could I take it from them that way or maybe they don't drop on death like spellbooks etc.

I really would like to get one but didn't manage to find any information anywhere on how to obtain them or how they work.

They are given as a type of title reward or event award.

They cant be dropped.

Do people sell them by any chance ? Like is it very rare to see a cape beiing sold at a broker if it ever happens.
