Like, can it run on minimum settings with:
Phenom II 955 x4
8 gb RAM
RX 560 4gb RAM

It will run, but dont expect to get above 30 fps on min setting in most places.
My setup is pretty similar I think, just double the ram
Edit: my cpu might be a bit stronger too. The GPU should perform similar to my gtx 980 though

Not reliably, no. The game isn't optimized and this system likely won't maintain 60 at min settings. So depending what you require in terms of playability will determine if it can run for you.

My specs:
windows 8.1
I7 4790
16 gb ram
gtx 750ti 2gb
No ssd
With these I have from 15/20 to 17/30 fps with medium/high settings I don't notice any big fps drop swithcing from medium to high. Also I set dx11 (dont know If I My pc support dx12)

I think with the latest .97 patch they did some optimisation work which increased the fps. Though in 2020 you may want to consider upgrading to one of the latest 6 core 12 thread cpus, 16gb ram, and a recent generation graphics card like the gtx 1660 super or AMD equivalent at the very minimum.

All Low 720p, 50-55 fps in the landscape and 25-40 fps in the cities

everything low, 1080p resolution, i get 35-40ish fps in towns, 50-ish fps in the open field wilderness and 55-65 fps in forests

I run a Ryzen 5 3600x with a 1660 super and I would say that the performance is abysmal. A reasonably modern or even somewhat dated but strong CPU will do fine on the game, but you need a relatively beefy graphics card to get good performance.

I've got a 10th gen i7 3060ti 16gigs ram ssd and MO2 does not run very well for me in town with a lot of pets and players around. I think launch is going to be very rough.
