It's not OK at the level it is. There is steel, exactly, but it does seem weaker than it was in 1. Jade was p good in Mo1, too, but it wasn't like steel. I don't want anything buffed, just the threshold dmg of steel. I think you are mis-interpreting how this would affect the game (in my mind,)...
