Mounts, taming, and magic are all supposed to be in the late February patch. So yes.
Yeah they would have been in today's patch otherwise. The map says end feb though:
So we should see haven, mounts, taming, and ecumenical magic next patch unless any of those things get pushed back. Should be an absolutely huge patch for people whose build hasn't made it in yet as most builds should exist if mounts are coming with mounted combat.
