It would end up in everyone using stupidly strong Animal Tamer Footfighters, If the Veteran System would give pure Skillpoints. It is already possible now and the balance team have to take a look how to fix it. Maybe creature controll could be a sub skill from Animal Taming.
On the other hand it would be nice to be able to build a viable Hybrid between a Footfighter and an MC or a Hybrid between a Deathknight and a Mounted mage, since most fights starts mounted and end on foot. This would be very nice, as soon as we have to sub our accounts and might only have 1 or 2 characters.
I would like to see perks like
1. The first Zombie you cast with Necromancy won´t drain your mana.
Would make it possible for the Deathknight to cast a Zombie and Ark bond it, without loosing Mana in a Dungeon, while using his heavy armor. It is annoying to Ark Bond the horse, that you would ahve to carry inside the dungeon and i dont want to be forced to use risen pets.
2. Being able to use 2 Types of Weapons would be nice. A Perk that push your Spears Skill to 100, If you have skilled Daggers to 100 would be cool wo breaking the balance of the game.
3. A Perk that push your Ether Lore Skill to 100, if you have Spiritism 100, so players can have a PVP viable Spiritist. Atm a Spiritis is only useful for farming, if there are no Orbs that let you take a blessed Armor to the ether world, once per use of an Orb.
4. A Perk that let you ignore 50 % your mana regeneration panelty in heavy Armor for a short time, if you rest near a campfire.
5. A Perk or Spell that double your precast timer, so that a Hybrid can hold the next Spell for 40 seconds instead of 20 seconds.
These were just 5 examples that should make it clear that we don't need flat skill points, but perks that only certain characters benefit from in order not to destroy the balance of the game.
