Hard to be specific as how many points you need in what is highly circumstantial depending on what animals you are planning on taming.
You are still much too vague.
Taming/domination should be 100.
Creature control and advanced creature control only needs to be as high as to field whatever pet it is you are usually using and however many points it requires.
Related zoology lores should be maxed.
Beast influence is kind of useless
Beast mastery Might not be needed if you use certain high level pets, but others might need it. If you rather use lower level pets then it needs to be at a different value to get access to certain attacks depending on the pet.
Herding is for using multiple weaker pets or for when you want to tame a ton of lower level horses to bring back to town, doesnt have to be maxed and you can test out which % you need to get the most out of it.
Animal care is only useful if you tend to level your pets up through having them around.

Maxing out all your taming and domination needs you will have enough points to ride a mount. As well as have pet that does some damage. It really just depends on the pet you want and the lores behind those creatures. I use veela veela as a tamer butcher and does great as of right now in MO2.
