Worn short swords and torches cause a log of trouble in the game. Murderhobos use them to spawn and naked rat people. Blues will spawn with them and be a threat that has to be killed. You get one person that sets your priest in the strong hold as home priest to grief.
Worn short swords are largely known as greifer swords and such. I think they should also remove the torches. Most people turn up gama to see with out them anyways.
Then in blue towns you just have a free weapon of your choosing but weaker because the worn shorty is very strong able to hit 30s on some armor if you have the skills. Something that can get you started and kill pigs/zombies and even bandits. But since your skill is with the weapon type you choose the damage can be tweaked better.
In red towns you can have theses vender weapons cost money like they already do but maybe a bit cheaper.
