You go to steam, loggin, go to customers support page, than click request a refund, than the game you want a refund for. But good luck getting steam to care enough to get a refund, if you had the game in your library for a month, or had it open longer than 2 hours your only getting a refund if a steam moderator approves it. 99% of the time a steam moderator won't even read your ticket, they'll just copy an paste so BS message that doesn't even relate to what you posted than they'll close your ticket pat themselves on the back an act like they did a good job.
I had a EA game that I bought an on the game's steam store page the developers stated they were fine with anyone requesting a refund no matter how long they played the game for while it was still in its EA state. I played the game for 5 hours felt it was unfinished an buggy an barely playable (I mean the game CTD on me 4 times when I was trying to open it). So I requested a refund with a quote of the developers stated that they're fine with people refunding the game while it was still in EA. But steam mods just posted a copy paste reply to me ignored my ticket an to this day the game is sitting in my library reminding me just how useless steam moderators are at their job. The name of that game was call cryofall.
There is a pretty detailed method posted on the steam forums on how some are getting a refund.
The 2 hour thing is so someone can not play a game and then refund it once they are done with it.
The game not working for large amounts of purchasers is a completely different situation.
I don't see how steam would win any credit card dispute in such a case.
So, it seems like they would gladly refund to avoid chargeback fees.

If you want to play it now why would you not want to play it a week or two from now when things get fixed? It's such a shame people have such thin skin nowadays. Those that don't thicken it up a bit are going to have Mortal eating them alive.
