Hopefully there will be some small outposts with bank, stable, and basic crafting bench like Aur in MO1.

No red sir.. they do not have the same system ask before for flagging. Your report in the town will determine if you are liked or disliked. So if the area has reportable offenses and people have reported to. Then they could over time be banned. So no reds no blues.. just reputation / race identification, that's what Henrik said during a QnA.

I feel sorry for the poor NPC that has to put up with all our bullshit complaints...

I guess when we talk about red towns we mean towns without guards. That the flagging system changed does not really matter.
