Question about skill cap 1100/1200

Hi Im totally new to this game and been enjoying alot since last week.

I have a question about the skills being maxed out at total of 1100/1200.

I understand that I can lower some skills that are not meant to be that high (e.g. 100) by clicking the [-] button so that other skills can skill up.

But how about the skills that does not have [+][-] button? What can I do with it?

Having played the day 1 after the yesterday's wipe out, now I understand that I have to plan ahead and skill up wisely.

Do I have to delete my character and start from the beginning?
Or is there a way to decrease my skill level for skills that does not have [+] or [-] button?

I appreciate all the help and advice.

I think those maybe secondary skills that don't use skill points.

Oh, so the secondary skills that does not have [+][-] buttons are not counted in 1100 cap?

I was wondering I had "Domestication" at 100, but I had no buttons to adjust it even though it was the first skill to open up taming

Yes some skills are primary and others are secondary. The 1100 points are for primary skills. Secondary skills you can have as many as you want.
