So far Toxai is the only Sheevra/Veela city I'm aware of.
But as far as I know it's already open and accessible.

I think they mean the ceiling in the cave. Ive set the timestamp right. I couldn't go up. Does someone know a way?

I have been there some weeks ago. You can go into parts of the city but all doors are closed and there are no NPCs.
