Get some lightly armored horses put some bandits on them with spears or onehandeds. Have them trot in the steppes from camp to camp.
To balance them have them not aggro foot players from far away. foot players would be able to see them and then avoid them. The mounted bandits should see mounted players from farther away. They should not chase if they get less then 25% stam and should not chase foot players if they have less then 50%.
The steppes are flat enough that I think 4 mounted bandits would be fair and safe enough for foot players to go around them.
To get the AI to attack properly they should be be programmed to run past the player attempting to couch spear the player and then turn after a short time to try and run past them again for another attack instead of running to last known location standing still to attack like most mobs.
If they lose their horse then they should try to flee to the nearest camp.
