Its your graphics card mate ... 4 gigs v ram will run it though on low - medium 720p and some maybe - im using a geforce 3 gig 1060 at 6-70 fps 720 and an I5 8400. Your cpu is pretty good at 4 ghz and in benchmarks is much better than mine, the gtx 1050 no however. Just a 1060 6 gig vram geforce would be a much better graphics card and give you much smoother gameplay, and they are pretty 'cheap' second hand over the gtx 1080 ti (a good upgrade). However A gtx 1080 ti (maybe 100 to 250 difference second hand) would make your gaming on a different level graphics wise and that is WITH your current cpu.
Ive just changed my cpu yesterday to an i7 8700k (<-- the K means over its over clockable with intel - always check with intel whether your cpu is locked or not) and upon log in same settings I was getting 20 fps more than with the i 5. The rest of the lacking is the graphics card and I have a new one on the way. So i would suggest its mainly your graphics card, but if your gonna replace your graphics card why not your cpu as well seeing as though you can get a good one for under 200 quid.
So get a geforce 1080 gtx (8gig) vram gpu and youll be good to go for some time to come. Get a geforce 1080 ti gpu (11 gigs vram) even longer. Or buy a new good spec machine. (500 to 800 on the upgrade or at least 1500 on a new good machine).
Its important that you consider that there will be more people and more stuff constantly being added and as time goes on how your card does during this beta stage is obsolete. Your machine will struggle during the test phase depending on how many people are online IMO. That is why i upgraded and my 'new' card has just arrived.

Started playing last night. My rig at home is an i7 4790k, 16gb 1600DDR3, GTX 1650 Super. It was running ~60 FPS (Vsync/frame locked to 60) with everything on High except Shadows no problem (the game even suggested I run with everything on Epic, but that dropped me down into the high 30s/low 40s).
I'm currently installing on my rig at work, which is an i3 7100,16gb 2133DDR4, GTX 1050Ti. I'll report back here in a bit how the 1050 handles it.

Turned AA and Textures up a bit, out of town I'm still staying in the 40s. I think on this rig my CPU is a bigger bottleneck than the GPU.
I may have to disagree, I have a Ryzen 5 2600 with a 1660 6 gig gpu. With all medium settings at 1920x1080 I am getting mid 60's in .
Sad that gpu prices are so crazy currently though. Probably just stuck with what you got for now.
