Here is the idea in a Nutshell:

With the current faction system, going over 5 murder-counts makes you a RED player, but that doesn't really matter unless players are walking around probing you in town. For the majority of us that are RED, we just continue to rack up murder-counts because we have nothing to lose. This system also just leads to people AFKing in ghostmode all the time, which fills up the server with inactive players.

What I propose is a Murdercount Buy back system, something akin to bribing the guards. You could make it expensive, like 250G or 500g a murdercount, but it would allow people to effectively buy themselves blue again. Eve Online had a similar system using droppable pirate dogtags, and it worked well.

I think this would help in a few ways. First off and most importantly it would give Gold a true value in game and make farming for cash important. After keeps are established gold will start to stack up and lose its value with no true expensive money sinks in the economy. It would also still act as a deterrent, because randomly ganking that naked won't look so appealing if it could potentially cost you a few hundred gold to drop the murder-count.

It would also generate more content, if you put the NPC's in a few key locations, say the Mage tower or Cave Camp, there would be a reason for players to travel with fat stacks of cash to attempt to buy themselves blue again.
