in my case it was the blue priest of bakti, i ran back to it and nothing, i couldn't report....second time i teleported back and even in that case no report....so no, it is definitely more bugged now than before the patch
Bakti node has been bugged in this regards for quite some time sadly. Can't tell if it worked meanwhile but this was an issue already weeks ago when I was there for a while.
