Mana cost

Hey, quick question. in your spell book each spell has a mana cost in the description. when i use the spells in game, even with the reduced mana cost skill all of the spells have a higher cost that is stated in the spell description? is this intended?

i have max mental focus, the spells, like earthquake, which says its 60, is over 70

Mine seems to match the description.

I wouldn't complain anyway. Seems like they buffed magic dmg in PVE.
You can instagib a zombie with fulmination+thunderlash.
Killing bandits became easy too.
