Is postal mail service localized?

I would bet it is not, so I could send a message and gold to someone from let’s say Meduli to Morin’Khur.
Now, can I send a huge amount of gold with it? That would be kind of practical but also would remove the danger of carrying huge amount of gold since everyone would be mailing their gold to their guild mates in other cities.

I believe it is localised, that is, you mail something to someone in one town and the recipient can only pick it up in that town and nowhere else.
