No, it's just normal: The parent skill can be at any value (you can even decrease and unlearn again). Usually the child skill goes up faster than the parent skill. The learned skill is restricted by parent(s) to the effectiv skill.
It is not a bug.
The parent skill Caniformia must always be equal or higher than its child skill Ursidae.
Following on, the parent skill Pegasoferae must always be equal or higher than its child skill Caniformia.
All the way up to the topmost parent skill Zoology. You get the idea.
