i jsut got my pc back from being repaired and i am tryign to install the game but when i do it says im missing privileges and i go to type in my beta key and it says inactive

Make sure your user account on your computer is the administrator and make sure you are running the steam client as admin too. If that doesn't work in helping to install the game then you could try clearing the download cache on steam, changing download region, repairing the steam library folder and verifying the cache of the game/client.
