Make bounty hunting far easier and less random chance bullshit.
When Murderers are reported after player resurrects, they get incremented in a list. Once their murder count crosses over 5, they appear on available bounties. Bounty hunters can pay to get any name on that list they want scribed to their bounty hunting license. Max number of names on your license is dependent on level of license you have. Paying to have someones name added to your license removes a murder increment from their name. If they are at 5, and you pay to add their name to your license, they are now at 4 in the system and nobody else can add them unless they commit another murder. You now have the sole license to kill on that player.
Once a player has been killed by a bounty hunter and their murder count is less than 5, their name auto removes from the license.
Bronze license: allows up to 5 names on it, costs 5 gold
Silver license: allows up to 10 names on it, costs 15 gold
Gold license: allows up to 25 names on it, costs 50 gold
Oghmium license: allows up to 50 names on it, costs 125 gold
Licenses drop on death. But are only useable by original owner. Maybe have some place where murderers can turn these in for profit in red towns?
Watch how the playerbase takes care of the no-consequence noob-farming murder problem.
Get rid of dumb crow heat sink mechanism. This is stopping the bounty hunting system from being fully realized, due to the obvious game breaking abuse it would introduce to a functional bounty hunting system.
*EDIT* Ah, I did neglect to mention that there would be no reward for killing said bounties. So not abusable. This is more to solve the criminal system and give players the necessary tools to self police their immediate areas or move in on an area and police it. Players could pay other players to police an area, and this could be the way a bounty hunter would make money. Player driven shit is gooooood
