does Dex increase Fishing luck?

I have much less luck others have fishing on the same spot, with completely same setup. Others catch 3-4 times more often the rare fishes.
Is it because of their high Dex?
Should i stop fishing with low Dex?

Pretty sure no. Sometimes iam super lucky and get one big fish after the other, sometimes super unlucky and get almost nothing.iam Fishing on a 117 dex Char, a friend is fishing on like 102 dex. And when I was fishing with him last time he pulled out much more.
