Some times if you fall from height that does not damage you the fall damage sound is played.
Might be cause I play alvarin and have a less fall damage clade gift (which could explain why the sound is played, if there is some trigger or something to play on falling a certain height but i have not played any other races so cant confirm)
However the sound ins misleading, confusing and unrealistic.
1. I expect to take fall damage if my character grunts, intuitively and instinctively.
2. It adds another element to player confusion if someone is introduced to an "overwhelming" type of game.
3. look at #1, why would I moan from falling from a height that does not even harm me. And the distance is really short.
What you could do is maybe have it play on skillups, it notifies you and makes more sense
