I read that this was known issue. And its been like this for a long while. Is there a ETA yet on when this is gonna be fixed?

I'm guessing no ETA, not very promising first look to the game.
There is no eta given on any potential bugs reported given the game is in beta however so long as you've reported it here and perhaps in game, they will get around to fixing them. If something is game breaking, they typically address it in a hotfix before the next patch cycle.
On the note of your feedback, this may not actually be a bug. Muscle tone and weight are two different visual values and muscle tone on the body is defined by the Strength Attribute.
