Busy NPC's

Would it be possible to have the various NPC's have "Busy animations" that they perform while not interacting with players? It would go a long way to helping the game feel alive and more dynamic, I think. Also, the beautiful little bazaar area in Maduli is almost deserted, why not move more venders to that area?

The fact that all their NPCs pretty much just stand there 100% all the time is pretty jarring for a game this day and age...should be simple to address right? SV likes to make simple sound complicated tho most of the time.
