Hand->eye coordination is basically the definition of dexterity...and its exactly what is needed to aim a bow.
Draw = Str
Aim = Dex
Weakspots = Int + Anatomy

Looking back on the aimcone idea, I'm thinking that would feel bad given the RNG nature of it however, a better implementation of a similar approach would be to implement slight aim sway with higher dex reducing the amount of sway. This would be a true balance between the players skill of aiming and the benefit of character stats.

Foot archers should not be able to spam arrows while running. Its one of the worst things about combat right now. At least make the aim wobble massively and their stamina drain a ton.

Agreed. In addition to dex reducing the amount of sway in general, it could also decrease the sway produced by what you've suggested here, while running.

Sway would also be a good idea...isnt there a skill under archery that decreases the stam drain while breath is held? This indicates that there should be a sway mechanic (ok, maybe bob?) already...where is it?
