I was wondering if it's possible to make blue bags in cities (so check for, 10 second log out area) could be made such that only the owner can see them for the first 5 minutes of the 30 minute period? Maybe even 1 minute. 60 whole seconds.
Yes, we should be able to do whatever we want to people in cities, at the consequence of guards. But if someone wants to steal loot on a blue from in city, they absolutely should have to deal with guard dps all the way to the exit, and the original owner should not have to deal with this, even if retrieving from a new bag it's been placed in. If it is too complicated to flag items in such a way, even upon going to another bag, give any present player the ability to be the sole access of their own loot bag. 60 seconds? 120 seconds? something at least around there, maybe up to 5 minutes.
This allows punishing of afk people being loose with their belongings, still. Additionally, this may be a good change to coincide with the introduction of thievery. That way thievery is actually the limit people experience in being able to steal in town, rather than the alternate loot bag exploitation people (who quite frankly should get banned for) accomplish as an advanced form of thievery.
