Bad Manipulation Heavy Armor Training is lvl 0 or Impossible up Armor Training is blocked to lvl 99, what to do ?

Make sure your "Sprinting" and "Combat Manouvering" Skills are 100
From the pic it looks like you might need to check sprinting skill.
