Are cheap Steam Accounts on ebay a viable option to buy the game?

On ebay you can buy the game for 20-25$ via steam account (no key).

Is this a viable option?
I read of cases where buying these cheap accounts / keys hurts devs because they had to refund money to owners of stolen credit cars with which the keys were bought.

Can someone confirm this?

According to steam they can ban the accounts they find violate their region terms. I havent seen any actual ban but if its a big careless provider might get banned.
Idk if sellers refund and if theres a scam around that.
