They have attacks as beast mastery skills and they have to be set to attack target to use that skills. So yes, horses can attack and that shouldnt be changed.

Good idea but I think it needs more changes. This clade should work only for melee/bow hits and single target spells to reduce accidental friendly fire. The fact it cuts half of all kinds of damage done to allies and is paired with human warcry turns fights in brainless aoe spam.
