They should make it percentage based or vastly increase the healing it does. If it was percentage based it would have a bit more balance imo, because you have some creatures with huge health pools that basically require a full mage to keep them healed.

They do not have the team, structure, server space, or plans to facilitate as many players as you might want. The world is too small and there is only one mega server. Unless they make more servers they will never be able to sustain higher populations of players.
