I am from Kansas USA with around 140 ping. It isn't only Tindrem and it isn't all the time either. I have 100 mb internet.

It is not them, everyone is like this. Not npc's though, only players. I have dueled them many times and this only started recently. My internet seems stable as well.

When you have more than one pet out each one after the first costs +20 points beyond it's usual number required, so having fewer be required in the first place helps, but that 20 points is still tacked on until you level up the herding skill and it cuts that number, I think in half.

What it actually does is make a horse "cost" fewer pet points. It is supposed to make them easier to tame, but they are so easy that I haven't felt the need to do any actual testing of this. I have found 50 points in taming to be enough with or without Equidae, although I haven't done any taming...
