970GTX GPU have a bad design with 3.5gig of ram and 0.5gig of CACHE.... They badly design the card so when you go over 3.5gig used you gonna experience a lot of lag and crash.

Maybe someone that play with a 970GTX can tell us if they bottle neck on rams or not on MO2.

Try to find a PC with at least a 1060GTX-1660GTX minimum.

CPU wise... not sure how MO2 handle bad cpu.

I play with a 1060 3 gig - 32 gigs ram and an intel 5 8400 cpu. Im getting 50 to 70 fps on 720p medium settings direct x 11 (loadable through steam on play). Scraping 30 fps on low 1080p. A - My processor is locked in at 2.666 mhz and i cant overclock it and B - the 3 gig card is not as good as the 6 gig gpu card. Today i have just bought a gtx 1080 ti and yesterday i bought an i7 8700k which will kiil this game at 1080p (I would have thought). A good cpu with a 6 gig 1060 gtx will play this game ok at 720p high i would imagine and maybe even above that. Your gpu will cope at 1280 720p but with some lower fps than my 3 gig 1060 but saying that your ryzen 3100 (3 i presume) is actually a better cpu than i5 8400 in benchmarks so you might even get the same fps on medium 720p or even higher than I. If you dont mind the lesser resolution than 1080p then yeh your machine im pretty sure will definitely play this game IMO. minimum spec i would say gpu wise if you want to relax somewhat would be a gtx 1060 6 gig. 1080 8 gig would be of course much better.

I think what is important to say is that my spec will play this game at the moment...! Add so much more content, mounts - more people - more fighting - more npc's - mobs dungeons etc etc, I decided to upgrade. There are also other mmo's coming out this year and really 4 k gaming is at its beginning. People buy this old card and that old card and that cpu and that cpu, your probably better off getting a whole new rig with top spec. 1.5 to 2 k today will buy you a nice set up that will last for at least five years, but im sure your aware of this. having just paid what i did for the stuff I bought, im beginning to think I should have bought a new rig and spent around 2k, yeh this will play many games on low setting but not true 4k or even 1080p well.
