We dont really know how exactly staff magic will work but my idea would be to make it scale with psy by either...
if staffs are like weapons then they could also work same way and have required psy like bows have required strength to use them properly or if they work like spell then make the spells simply scale by psy.
For "lore" it would make sense to have to have enough magic resist to be able to wield a powerful magic equipment and this would also help psy to be more stronger stat as I have seen lot of people call it useless...
