To tackle some of the justice system problems, why not incorporate a reputation based naming system? It's literally from UO and works great.

This would at least let people gauge the type of player you interact with or randomly encounter. This will not ofc alleviate the punishment/justice aspect but a nice QOL improvement.

If he's blue but has murdered 5 people= The Dishonest "Player Name".

5-9 Murders= The Rude "Player Name"
10+ Murders= The Dastardly
Ect ect...

With a rep system at least you can make a better informed decision/judgement.

If SV does consider implementing a similar system, it needs to be disconnected from PvE and other forms of PvP like bounty hunting that would allow karma farming.

I'd say they should implement karma farming, I'll just call it redemption for ease of communication.
Whilst redemption should be implemented through PVE and Red Killing. The PVE should be tedious on par with killing zombies for Clade, it just isn't worth it. Red killing should be tedious as well but slightly more effective then PVE.
Simply making Redemption tedious and far too time consuming will make most Reds think twice on their actions. I mean sure there might be a few Reds who might actually grind for days just to lower Karma but honestly I don't see a problem with it if they put in the work.
