Do skillbooks level slower when offline?

The XP points per time should be equal during reading time. But the higher levels need much more XP. So the time per level is going down very much.
But there is a problem with high levels. It seems to me that from level 67-70 the offline reading time doesn't really work for books stopping at level 70.

Also INT affects the skill points gained from reading so if you are a footie with no INT you will read books much much longer compared to mage with high INT.
