Two reasons. First to add a more incremental step in the PvE chain of Zombies > Bandits > Risar > Dungeons.
Second is allows alternatives to GY where a lot of the murder hobos live. Murder hobos cant be in two places at once.

For the first reason is that there is a hard step going from zombies which teach almost no parry mechanics that would prepare you for a real fight and then really challenging to fight bandits. Animals dont teach parry mechanics either if you are using them as your in between step for bandits and zombies.
Scoundrels are much better at teaching players how to parry and really fight. Bandits are pretty far away usually. Especially if you are new and with out a horse. While also bridging the step in challenge from zombie to bandits you should bridge the distance as in making content that is half the distance from bandits. This will give more of a immediate reward to exploration.

For the second reason its a good way to dilute the effect of murder hobos who tend to stay around graveyards of town killing people. With a alternative to having to go to GY to start off as a player it means either that small group of 6-8 murder hobos splits up to cover both locations or travels back in forth to cover that ground.
It will translate to more time available for new players to farm either spots while those murder hobos rotate between spots hunting. Instead of just sitting near the only place of trafic.
