Aside from the starter city, I think a pop up message referring players to the player made vids here on the forums is probably the best and fastest way to teach the game. Plus it can be updated with each patch. Even if the player vids are actually "dev" vids. Requires no coding in game too...

ARPK guilds... at launch, there will be a ton of fresh players who just believe this is a FFA PVP game... gankfest. Especially outside cities. Are you planning on educating them and giving them 1-time leniency from KOS list? Like a probation list? Also will you double and triple patrols...
