First the game server could not handle 5000 players. Second all these are your opinions. The population is not jumping off a cliff because of guards and thieving. It is because the game is no where near any sort of polish, the QOL is nonexistent, and the mechanics in game are mostly beta...

Why would you want a PVE server? The PVE in this game is objectively not good. This is definitely a pvp game with little to no thought about AI and pve
